How have 2023 NEC updates changed lighting outlet and switch requirements?
Overview
Lighting is arguably the largest, and most useful use of electricity. While it was quite common in older homes to only have receptacle outlets in rooms, and no wall-mounted switch-controlled lighting, most modern homes have wall-mounted lighting controls for every room. This is not actually a requirement, however. In previous versions of The Code, Article 210.70 has required lighting receptacles that are controlled by a wall-mounted control device in habitable rooms, kitchens, and bathrooms. The 2023 NEC adds laundry areas to that list. The same article now includes language that addresses battery-powered switches in these areas.
Applying the 2023 Code
Section 210.70 has been updated to address battery powered switches, and has added the requirement for laundry areas to include a wall-mounted control device. The utilization of wireless switches is extremely convenient way to add switching in areas where the task would be otherwise challenging. The problem with these switches is that they rely on batteries to operate. When the batteries go flat, the switch can no longer operate the load for which it was intended. The 2023 NEC has included language requiring all battery powered switches to have a second means of switching should the battery be depleted, or include a means of notification when the battery is nearing depletion. This code also now requires wall-mounted switches to be installed in laundry areas. This change has been implemented to more easily accommodate persons entering laundry areas with baskets of clothing, or similar items. Now it will be easier for those occupants to flip the wall-switch without having to reach for lamp switches in the dark.

2020 NEC
In the 2020 NEC Section 210.70 had no requirements for battery powered switches, and 210.70(A) did not require laundry areas to have a wall-mounted lighting control device
210.70 Lighting Outlets Required.
Lighting outlets shall be installed where specified in 210.70(A), (B), and (C).
210.70(A)(1) Habitable Rooms.
At least one lighting outlet controlled by a listed wall-mounted control device shall be installed in every habitable room, kitchen, and bathroom. The wall-mounted control device shall be located near an entrance to the room on a wall.
2023 NEC
In the 2023 NEC Section 210.70, and 210.70(A) read as follows (without exceptions):
210.70 Lighting Outlets Required.
Lighting outlets shall be installed where specified in 210.70(A), (B), and (C). The switch or listed wall-mounted control device shall not rely exclusively on battery power unless it incorporates a positive means of notification of impending battery depletion.
210.70(A)(1) Habitable Rooms, Kitchens, Laundry Areas, and Bathrooms.
At least one lighting outlet controlled by a listed wall-mounted control device shall be installed in every habitable room, kitchen, laundry area, and bathroom. The wall-mounted control device shall be located near an entrance to the room on a wall.
